摘要: 针对电信服务定价中拉姆斯定价存在涨价非均衡问题可进行帕累托改进, 但消费者收入来源的不均等,
使其对电信服务产品的涨价, 存在承受能力的差异。为此, 从时间效用的新角度考虑电信服务定价方法, 引
入时间效用损失来均衡消费者之间的差异性; 推导出基于时间效用的拉姆斯定价模型, 从而达到消除拉姆斯
定价中的涨价非均衡现象。分析结果表明, 在高峰定价、最高限价、差别定价的消费者之间和企业与消费者
之间都存在定价非均衡现象, 基于时间效用的拉姆斯定价可以解决涨价非均衡问题, 是拉姆斯定价的帕累托
改进。

Ramsey Pricing on Time Utility in Telecom Services

Abstract: The study is going to make Pareto imp rovement aiming at the disequilibrium p rice increase existed in
Ramsey p ricing, which is usually used in telecom services p ricing. But differences in the consumersÄincome
lead to have differences in enduring ability to telecom servicesmarkup. Therefore, the study takes telecom serv2
ices p ricing into account from the new angle of the time utility. The analysis suggests that introducing time utility
loss to balance among customers can set up a Ramsey p ricingmodel on time utility, which can change the dise2
quilibrium p rice increase situations existed in Ramsey p ricing. The result of the analysis indicates that there exis2
ted disequilibrium p ricing situations using peak load p ricing, p rice2cap p ricing and discriminative p ricing among
consumers and between the enterp rises and consumers. Ramsey p ricing on time utility can solve the p roblem of
the disequilibrium p rice increase, which makes Pareto imp rovement on Ramsey p ricing.
